THE POLICY LANDSCAPE
Rights, restrictions & the places between.
Policy dates
Dated records from the atlas: effective dates and court orders checked against a primary document, and the “since” dates sources reported.
These records do not add up to a complete policy history. A “since” date is a date a source reported, kept as that source's claim. A date does not show what the policy was before or after it, whether it was enforced without interruption, or whether services were available. Chart publication dates, file timestamps and changes in a source's wording are not treated as policy events. A missing date does not mean that no policy existed.
