SUPPLEMENT: STATE DEPARTMENT: THE LGBTQI+ HUMAN-RIGHTS OFFICE STRUCTURE AND THE REFUGEE RESETTLEMENT PATHWAY — PLUS PRESIDENTIAL DETERMINATIONS AS A MISSING INSTRUMENT TYPE

Summary

The Department issued RIF notices to approximately 1,350 employees — reported as 1,107 civil servants and 246 domestically assigned Foreign Service officers — with affected Foreign Service officers placed on 120 days' administrative leave. DRL was among the hardest-hit bureaus; contemporaneous analysis projected an 80 percent staff reduction and subsequent scholarship reports roughly 70 percent of DRL staff lost their positions. The RIF eliminated DRL/MLGA, taking with it the Senior Advisor for the Human Rights of LGBTQI Persons — the position that had held the residual LGBTQI+ portfolio after the Special Envoy's office closed in January — as well as DRL/GP and the regional offices whose country expertise supplied the human-rights reports.

Status

In effect. Neither office nor the LGBTQI+ advisor position has been reconstituted.
