Summary

In April-May 2025 the three federal cultural agencies rescinded pending grant offers and terminated existing awards (many effective May 31, 2025), with the administration citing EO 14168 ("Defending Women from Gender Ideology Extremism"), the DEI order, and EO 14173 as grounds; Massachusetts organizations alone documented ~$2.79 million rescinded across 40 grants (72.5% NEA, 20% NEH, 7.5% IMLS). Sector testimony recorded a chilling effect specific to trans-related content: 40% of surveyed organizations reported uncertainty or intent not to reapply due to "gender ideology" certification requirements and 35% altered or self-censored programming. (See also section 9 for the full funding-termination picture.)

Status

Terminations largely stand; the NEA's "gender ideology" eligibility screen was enjoined/set aside in September 2025 (see 2025-02-06 item); various termination suits pending (section 10).
