Summary
Produced under EO 14187, the 409-page review concluded the evidence for pediatric gender-affirming interventions is of "low" quality with "sparse" evidence on harms, and promoted "exploratory" psychotherapy as an alternative — an approach major medical bodies characterize as adjacent to conversion practices. Released with authors unnamed and without prior peer review, it drew formal objections from AAP, the Endocrine Society, APA, and others, but immediately became the citable predicate for CMS letters, the Kennedy letter to providers, the December 2025 declaration, and the 2025-26 rulemakings.
Status
Operative as the administration's scientific predicate; a revised final version with peer-review supplement issued November 19, 2025 (see that item).
