Summary
Directs federal law enforcement to investigate, disrupt, and prosecute networks said to drive "organized political violence," designating domestic terrorism a national priority. Its threat framework lists as "common threads animating this violent conduct": "anti-Americanism, anti-capitalism, and anti-Christianity; support for the overthrow of the United States Government; extremism on migration, race, and gender; and hostility towards those who hold traditional American views on family, religion, and morality." By naming "extremism on... gender" as a domestic-terrorism indicator, the memorandum directs investigative attention toward transgender-rights advocacy and funders (see sections 3, 11). Not published in the Federal Register.
