Summary
Penn entered OCR's resolution agreement: it adopted "biology-based" definitions of male and female for athletics per EO 14168/14201, restored to cisgender swimmers the records and titles Lia Thomas had earned (removing her individual records from Penn Athletics), issued a public compliance statement, and sent personalized apology letters to affected female athletes. It is the template agreement OCR has since proposed to SJSU, state agencies, and districts, and the administration's most complete Title IX capitulation by a university; the $175 million research-funding freeze was lifted in connection with it (see sections 9 and 13).
