SUPPLEMENT: DHS DISMANTLED THE CIVIL-RIGHTS AND DETENTION-OVERSIGHT OFFICES THAT HANDLED TRANSGENDER DETAINEE COMPLAINTS

Summary

Immigration Equality reported that CRCL closed a pending gender-identity discrimination case by invoking the President's January 20, 2025 executive order "Defending Women From Gender Ideology Extremism and Restoring Biological Truth to the Federal Government" (EO 14168) — i.e., treating the executive order as extinguishing the substantive basis for the complaint rather than adjudicating it. Advocates described the closure as signaling that CRCL would no longer investigate gender-identity discrimination complaints at all. The closure was reported on March 27, 2025 as recent; the precise date of the case closure is not public. The report appeared the same week DHS reduced CRCL staffing "to a bare minimum," and an attorney quoted in the reporting stated there was no longer anyone to complain to who could take meaningful action.

Status

No public rescission or reopening identified. Consistent with the July 22, 2026 deletion of "gender identity" from CRCL's complaint-form paperwork notice (see 2026-07-22). (See also section 1 on EO 14168 and section 12 on terminology mandates.)
