Summary

A leaked FY2026 HHS budget draft dated April 10, 2025 proposed cutting NIH to $26.7 billion and reducing its institutes and centers "from 27 to just eight by eliminating, consolidating, and moving some to other areas of HHS," with four institutes proposed for outright elimination: the National Institute of Nursing Research, NIMHD, the Fogarty International Center, and the National Center for Complementary and Integrative Health. Elimination of NIMHD would remove the institutional home of the health-disparity population designation framework entirely.

Status

Rejected. Reporting as of February 27, 2026 states Congress "rejected them all" and that "the most recent budget negotiations resulted in full funding for all 27 institutes, centers and offices." The administrative dismantling of the SGM apparatus nevertheless proceeded without the legislative authorization that a reorganization would have required.
