Summary
USOPC revised its "Athlete Safety Policy" to state that it will ensure women have a competition environment "consistent with" EO 14201, effectively barring transgender women from women's categories. USOPC leadership cited its status as a federally chartered corporation and "an obligation to comply with federal expectations," and sent letters to the roughly 50 national governing bodies (NGBs) directing them to conform their eligibility rules. USA Fencing was among the first NGBs to announce a conforming change, expressly citing the new USOPC guidance; most other NGBs followed.
Status
In effect across the U.S. Olympic movement and, through NGB rules, into youth and recreational sport. (See also section 1 for EO 14201.)
