Summary
VA rescinded VHA Directive 1341(4), the 2018 policy that governed care for transgender, nonbinary, and intersex veterans — guaranteeing access to hormone therapy and mental health care, protecting patients from misgendering and dead-naming, protecting facility access and room assignments consistent with gender identity, and requiring culturally competent care and data collection. The rescission, expressly framed as compliance with EO 14168, removed the policy framework on which every downstream protection rested. Military and veteran service organizations denounced the rollback; House members demanded answers in a March 28, 2025 oversight letter.
Status
Rescission in effect; no replacement directive protecting transgender veterans identified.
