Summary
The multi-agency "Regulation for Federal Financial Assistance" (doc. 2026-10817; docket OMB-2026-0034) proposes to rewrite the uniform federal grants framework: recipients would undergo "pre-issuance review" by political appointees screening for "denial by the recipient of the sex binary in humans or the notion that sex is a chosen or mutable characteristic"; funding would be barred to organizations providing gender-affirming care to anyone under 19; and the framework would strip Bostock v. Clayton County from grants nondiscrimination provisions. It would reach hospitals, universities, schools, nonprofits, and shelters receiving federal money. Comments closed July 13, 2026.
