Summary
Within days of the EO, BOP moved to transfer "Maria Moe," a transgender woman, out of a women's facility (she was placed in a special housing unit) and to terminate her hormone therapy. GLAD Law/NCLR filed suit January 26, 2025 (D. Mass. 1:25-cv-10195); Judge George O'Toole granted a TRO the same day maintaining her women's-facility placement and medical care — the first judicial block of EO 14168's carceral provisions. The case was transferred to D.D.C. on February 7, 2025 (1:25-cv-00653, Lamberth, J.), which granted a preliminary injunction March 10, 2025.
Status
Injunction protections maintained; case consolidated with Doe v. McHenry (May 13, 2026) after the D.C. Circuit's April 17, 2026 remand; plaintiff covered by the June 7, 2026 individualized injunction. Pending. (See section 10.)
