Summary

GSA publishes three parallel proposed rescissions of 2024 rules that had updated the Federal Travel Regulation and Federal Management Regulation with "diversity, equity, inclusion, and accessibility" drafting. The FMR proposal (affecting 41 CFR parts 102-5 and 102-33 through 102-42) states that GSA will "replace non-gendered pronouns with gendered pronouns and to remove diversity, equity, and inclusion language," citing E.O. 14168 and E.O. 14148. This is the clearest instance in the series of a pure drafting-convention reversal: the underlying operational rules are unchanged and only the pronouns move.

Status

Partially superseded and partially unresolved. GSA resolved the FTR case in its December 8, 2025 final rule "Federal Travel Regulation; Reorganizing and Streamlining the Federal Travel Regulation" (RIN 3090-AL06), which states that "GSA is removing most pronouns in the FTR instead of reverting to sex-specific pronouns such as he, she, his, or her as originally intended." No final rescission of the two FMR proposals was located in the Federal Register through August 21, 2026.
