FUNDING AND RESEARCH TERMINATIONS

Summary

The rapid dismantlement of USAID beginning in February 2025 — stop-work orders, mass award terminations, and absorption of residual programs into the State Department (completed July 1, 2025) — terminated an estimated 90% of USAID programs supporting LGBTQ communities globally, including transgender healthcare initiatives (e.g., in Vietnam and India), HIV prevention and treatment for transgender key populations, emergency shelters, and legal-reform and livelihood programs. Advocacy assessments found 75% of LGBT+ organizations worldwide facing life-threatening funding emergencies. (See also section 8.)

Status

USAID dissolved; terminated LGBTQ-focused awards were not restored; press accounts through mid-2026 documented ongoing fallout (program closures, former HIV-program workers destitute).
