Summary

Three transgender women in women's prisons sued January 30, 2025 (D.D.C. 1:25-cv-00286). Judge Lamberth granted a TRO February 4, 2025 (763 F. Supp. 3d 81), finding a "high risk of sexual and physical assault" from transfer to men's facilities, and a preliminary injunction February 18; expanded TRO/PI orders followed February 24 (nine added plaintiffs) and March 19, 2025 (ordering two women already transferred to men's facilities returned to women's prisons and their care reinstated). The orders enjoin implementation of EO 14168 §§ 4(a) and 4(c) as to plaintiffs and require maintenance of pre-January 20, 2025 housing and medical care.
