Summary
A White House document offered October 1, 2025 to nine universities (Vanderbilt, Penn, MIT, Brown, Dartmouth, USC, Arizona, Texas-Austin, UVA), then opened to all institutions October 14, conditioning preferential federal funding on acceptance of administration priorities including "admissions, women's sports, free speech, student discipline and college affordability" — incorporating the administration's sex-definition and women's-sports policies into a contractual instrument. Critics characterized it as, among other things, "harming transgender students." Seven of the nine original invitees publicly rejected it in October 2025; New College of Florida sought to sign.
Status
Offer outstanding; largely rejected by major research universities; adoption limited (see section 13 for institutional-compliance detail).
