Summary
Requires that large language models procured by the federal government be "truth-seeking" and ideologically neutral, and defines the prohibited "DEI" content to include "transgenderism," alongside critical race theory, intersectionality, and unconscious bias. In practice this conditions federal AI procurement on models not affirming transgender identity, and requires vendor disclosures demonstrating compliance. In effect; implemented through OMB Memorandum M-26-04, "Increasing Public Trust in Artificial Intelligence Through Unbiased AI Principles" (Dec. 2025) (see sections 8, 12).
