Summary

HUD's FY2025 CoC Notice of Funding Opportunity (released Nov. 13, 2025) restructured $3.9B in homelessness funding on a compressed timeline, cut permanent-housing renewals, and asserted authority to reject applications from providers that had ever engaged in DEI or "gender-inclusive practices" — effectively penalizing shelters that had served transgender clients consistent with prior law. National homelessness advocates sued December 1, 2025; HUD deleted the NOFO from grants.gov on December 8, 2025, immediately before a hearing.

Status

Superseded by court order: on December 19, 2025 the court verbally ordered HUD to reinstate the prior FY2024-FY2025 NOFO and process eligible renewals (written preliminary injunction issued Dec. 23, 2025); applications proceeded under the reinstated NOFO with a February 9, 2026 deadline; litigation continues.
