Summary

Implements EO 14183 by (1) immediately pausing all new accessions of applicants with a current diagnosis or history of gender dysphoria and (2) pausing all "unscheduled, scheduled, or planned medical procedures associated with affirming or facilitating a gender transition" for currently serving members — halting surgeries and blocking newly initiated cross-sex hormone therapy. The Navy had already begun rejecting transgender applicants in late January 2025.

Status

Superseded/absorbed by the Feb. 26, 2025 policy; accession bar still in effect — transgender civilians still could not enlist as of July 2026 despite the Talbott rulings.
