Presidential Determination No. 2025-13 sets the FY2026 refugee ceiling at 7,500, primarily for Afrikaners

The determination authorizes "up to 7,500 refugees" for FY2026 and directs that "[t]he admissions numbers shall primarily be allocated among Afrikaners from South Africa pursuant to Executive Order 14204, and other victims of illegal or unjust discrimination in their respective homelands." It subordinates all admissions to EO 14161 (most stringent identity verification of any class of alien), EO 14163 (suspension with case-by-case national-interest exception), EO 14204 (Afrikaner resettlement), and Proclamation 10949 (entry restrictions). The ceiling is a 94 percent reduction from the prior 125,000 target and the lowest in the 45-year history of the post-Refugee Act program. It contains no priority categories, no group designations, and no reference to persecution on the basis of sexual orientation or gender identity — categories that prior determinations and their accompanying reports had addressed expressly. Contemporaneous analysis by the Williams Institute concluded that the cap, combined with the vacant Special Envoy post and its lapsed P-1 referral authority, would fall disproportionately on LGBTQI+ refugees, who typically cannot access the surviving family-reunification route.
