Summary

A joint proposed rule (docket OMB-2026-0034), reported at roughly 400 pages, would codify the anti-trans executive orders into uniform grant regulation: recipients of federal financial assistance could not use funds to "fund, promote, encourage, subsidize, or facilitate" "gender ideology," defined so broadly as to bar acknowledgment that gender identity differs from sex assigned at birth; grants would also pass political-appointee review for consistency with "agency priorities" and "the national interest." If finalized it would bind every federally funded hospital, university, school district, state agency, nonprofit, and shelter. (See also sections 9, 13.)
