Summary

The post-reorganization DRL consists of six offices: Free Markets and Fair Labor; the newly created Office of Natural Rights (DRL/ONR), described on state.gov as "[f]ounded after the 2025 Department-wide reorganization" and serving as "DRL's global policy office"; the Office of Reports and Sanctions (REP), which now "manages production of the State Department's annual Country Reports on Human Rights Practices"; the Office of the Special Envoy to Monitor and Combat Antisemitism; the Office to Monitor and Combat Trafficking in Persons; and the Office of International Religious Freedom. None carries an LGBTQI+ portfolio. The bureau's published mission statement was rewritten: through January 2025 it committed DRL to "advanc[ing] the rights and equity of members of marginalized racial, ethnic, and religious communities, indigenous persons, persons with disabilities, and LGBTQI+ persons"; the current statement commits it to "American values, including the rule of law and individual rights," with no reference to any of those groups. This is the structural mechanism behind the scrubbing of the human rights country reports (see also section 12): the reports are now produced by a consolidated reporting office, and the thematic and regional units that generated LGBTQI+ content no longer exist.
