Summary

DOL rescinded Job Corps Program Instruction Notice 23-11, "Preventing and Combating Discrimination on the Basis of Gender Identity in the Job Corps Program," effective January 29, 2025. The rescinded directive had protected transgender Job Corps students from disclosure of their status and from intrusive questioning about transition or gender-affirming care. Reporting indicates DOL also rolled back gender-identity protections extended to participants in other DOL workforce-development programs, arguing Bostock-style protections do not reach Title IX-governed programs.

Status

Rescission in effect; the PIN is marked "RESCINDED Effective 01.29.25" on the Job Corps policy site. (Separately, DOL's mid-2025 attempt to pause Job Corps center operations nationwide was litigated on non-trans grounds.)
