Summary
OCR wrote the NCAA and the National Federation of State High School Associations asking them to "restore" to cisgender female athletes all records, titles, and awards "misappropriated" by transgender women athletes, and to send apologies to affected athletes - extending EO 14201's logic retroactively to past seasons. The NCAA had already changed its participation policy on February 6, 2025, one day after the EO, limiting women's competition to athletes assigned female at birth.
Status
Advisory letter; record-erasure demands were subsequently embedded as mandatory terms in OCR resolution agreements (Penn, and proposed agreements to SJSU, Jeffco, and state agencies).
