ICE issues revised 2025 National Detention Standards erasing all transgender provisions

ICE's "National Detention Standards, Revised 2025" (232 pages; document finalized April–June 2025 and posted to ICE's site by June 18, 2025, with public reporting beginning in July 2025) states that the standards were revised "to align with" EO 14168 and that "references to gender have been replaced with sex throughout." The word "transgender" appears zero times in the document (versus dedicated provisions in NDS 2019): detainees are classified and housed strictly by sex assigned at birth; individualized transgender placement assessments, search and privacy accommodations, transgender-specific sexual-abuse-prevention protocols, staff training requirements, and hormone-therapy access provisions are removed (reporting indicates hormone therapy is contemplated only if initiated before detention and deemed medically necessary). The revision also aligns with ICE's new Non-Dedicated Intergovernmental Service Agreement Standards issued March 26, 2025. The NDS govern ICE's non-dedicated (largely county jail and IGSA) facilities.
