Summary
NSF began scanning active awards and proposals against an internal list of flagged terms — including "female," "women," "trauma," "disabilities," "minority," "gender," and "LGBT" — whose presence triggered compliance review under the January 2025 executive orders; reporting ultimately identified on the order of 197 terms used across NSF and NIH grant screening. On February 11, 2025, Sen. Cruz released a database of 3,400+ NSF grants (~$2.05 billion) labeled "woke DEI" or "neo-Marxist," compiled substantially by keyword matching. These lists operationalized terminology as a funding-review trigger; grant terminations that followed are covered in section 9.
Status
Keyword-based screening remained in use through 2025-2026 grant cycles; related mass grant terminations were litigated separately (see sections 9 and 10).
