Summary

An internal directive from the acting NIH director instructed the agency to stand up research on "regret and detransition" and on the effects of "social transition and/or chemical and surgical mutilation" in children, noting the topic "is very important to the President and the Secretary" and requiring funding announcements within six months. The directive re-oriented NIH's transgender-health portfolio toward outcomes framing preferred by EO 14187 at the same time NIH was mass-terminating existing gender-identity research grants (see section 9).

Status

Directive stands; it is the stated research predicate for later HHS claims about detransition. NIH policy/guidance only — grant terminations and their litigation (e.g., APHA v. NIH) are covered in sections 9 and 10.
