Summary

Implementing EO 14201 ("Keeping Men Out of Women's Sports," February 5, 2025 — see section 1), a Rubio cable to consular posts requires that "all visas must reflect an applicant's sex at birth"; authorizes refusal under INA 221(g) and demands for additional birth-sex evidence where there is "reasonable doubt" about an applicant's sex; and directs officers, where an applicant is suspected of "misrepresenting their purpose of travel or sex," to consider a permanent fraud ineligibility under INA 212(a)(6)(C)(i). Transgender athletes seeking entry for women's sports are the stated target, but the sex-at-birth documentation rule applies to all visa applicants; reporting also describes an "SWS25" case flag for applicants whose documents show a sex different from birth sex. (See also section 7.)

Status

In effect; no injunction identified. Colleges and athletic bodies were warned of visa denials for transgender athletes ahead of 2026 events.
