Summary

Secretary Rubio announced a Department-wide reorganization, transmitted to Congress by congressional notification, consolidating 734 bureaus and offices to 602, relocating 137 offices, and cutting roughly 700 Washington positions (later expanded to a target of more than 3,400). The plan abolished the Under Secretary for Civilian Security, Democracy, and Human Rights and moved DRL and PRM under a new Under Secretary for Foreign Assistance, Humanitarian Affairs, and Religious Freedom. Within DRL it eliminated the Office of Multilateral and Global Affairs (DRL/MLGA) — which led U.S. human-rights policy in multilateral fora and housed the thematic advisors for LGBTQI+ persons, gender, disability and indigenous peoples — the Office of Global Programming (DRL/GP), which administered DRL's grants, and DRL's regional offices; the Office of International Labor Affairs became the "Office of Free Markets and Fair Labor," and the Office of Global Women's Issues was eliminated. Rubio publicly characterized DRL as "a platform for left-wing activists." Contemporaneous reporting described DRL as renamed the "Bureau of Democracy, Human Rights, and Religious Freedom"; as implemented, the bureau kept its statutory name and absorbed the Office of International Religious Freedom instead.
