Summary
The statutory report submitted under INA § 207(d) runs two pages. It states the 7,500 ceiling, asserts that those admitted "shall primarily be Afrikaners from South Africa pursuant to Executive Order (E.O.) 14204," recites Afrikaner grievances, estimates a cost of roughly $300 million, and lists the four presidential instruments to which admissions are subject. It contains no description of the USRAP priority system, no P-1 or P-2 designations, no regional allocations, and no reference to LGBTQI+ persons, sexual orientation or gender identity. The contrast with the last comparable pre-suspension report is documentary: the FY2024 Report to Congress ran 71 pages, referred to LGBTQI+ people 11 times, carried a dedicated "LGBTQI+ Persons" subsection describing expanded resettlement access through designated NGO referrals and the Welcome Corps, and recorded that "PRM approved two new P-1 processes by which senior government officials have been designated with referral authority. The first is the U.S. Special Envoy to Advance the Human Rights of LGBTQI+ Persons," with the second a pilot for referrals by the DRL Assistant Secretary. Both authorities were tied to offices that no longer exist. (See also section 12.)
