Summary

Beginning around March 2025, HUD distributed FY2024 Continuum of Care and related grant agreements containing new conditions barring grantees from using funds to "promote 'gender ideology'" (alongside DEI and immigration-related conditions), delaying roughly $3.6 billion in homelessness funding; senators demanded the "culture war conditions" be removed. A coalition of local governments (Martin Luther King, Jr. County et al.) sued May 2, 2025 (King County v. Turner, W.D. Wash. No. 2:25-cv-00814, Judge Rothstein), arguing the conditions are unlawful and unconstitutionally vague.

Status

Enjoined as to plaintiffs/covered grantees: TRO May 7, 2025; preliminary injunctions followed (including Aug. 12, 2025), extended by order of Jan. 21, 2026; case pending. (See also sections 9, 10, 13.)
