Summary
The One Big Beautiful Bill Act, signed July 4, 2025, appropriates approximately $256.7 million to the Kennedy Center for capital renovation, at the President's specific request, during the same period in which NEA, NEH, and IMLS grant funding was being terminated or curtailed (see also section 9). The appropriation flows to an institution whose board the President chairs and whose programming restrictions he announced. No statutory conditions restricting programming content accompanied the appropriation in the sources located; the content control was effected through board composition rather than appropriations language.
Status
Appropriated and partially obligated. Sen. Sheldon Whitehouse subsequently detailed whistleblower allegations that the Center mismanaged the appropriated funds and awarded no-bid contracts; a Senate inquiry into Kennedy Center contracting under Grenell was reported in November 2025. Renovation planning continued through 2026 but the associated two-year closure was blocked by court order (see 2026-05-29).
