Summary

OMB paperwork filings analyzed in May 2025 revealed that BJS had quietly revised at least three additional instruments: the NCVS School Crime Supplement's section on gender-identity-based harassment was replaced with a sex-only question ("sex - including being male or female"); the Survey on Sexual Victimization stopped recording the gender identity of victims in substantiated prison and jail sexual-misconduct incidents (relevant to PREA oversight; see section 7); and the Survey of Inmates in Local Jails lost its gender-identity references despite a recent redesign. Attachments showed crossed-out questions.

Status

In effect; federal statistics can no longer identify transgender victims of carceral sexual abuse.
