Summary
As "the first phase of compliance" with Judge Young's judgment, NIH began reinstating about 900 grants covered by the APHA and state-plaintiff rulings — a large share of them sexual- and gender-minority health awards — and internally ceased issuing new terminations of politically sensitive grants. Reinstatements reached individual campuses over the summer (e.g., University of Pennsylvania NIH awards restored by August 2025). Payment restoration was uneven, and reinstated projects faced staffing and continuity losses.
Status
Reinstatements for plaintiff-connected grants were substantially processed before the Supreme Court's August 21, 2025 stay; the stay removed the judicial compulsion prospectively for the terminated-grant relief but the directives' vacatur and the cessation of new terminations continued; further relief for non-plaintiffs requires Court of Federal Claims suits.
