Summary
Two memoranda sent to OPM on the same day (a) request establishment of three new competitive areas under 5 C.F.R. § 351.402 comprising all employees of CRCL, CISOM, and OIDO respectively, and (b) request an exemption from the standard 60-day RIF notice period. The stated justification was that "the Secretary has determined that the above referenced functions, programs, and capabilities of the Department do not advance the national security mission of DHS and can properly be eliminated." The second memorandum expressly described the planned action as a "100% RIF" for all three offices. Internal DHS correspondence the same day recorded that the final decision on which positions would survive rested with the Department of Government Efficiency (DOGE).
