SUPPLEMENT: DHS DISMANTLED THE CIVIL-RIGHTS AND DETENTION-OVERSIGHT OFFICES THAT HANDLED TRANSGENDER DETAINEE COMPLAINTS

Summary

CRCL's "Investigation and Recommendation Memoranda" webpage, which held 159 documents as of CRCL's FY2023 report to Congress (56 of them published that year alone), was reduced to two documents. The removal eliminated the public record of CRCL's prior findings and recommendations to ICE and CBP about detention conditions, including its historic body of work on medical care and treatment of detained people. Senate ranking members demanded an explanation of the removal and of where the material is now housed in their July 18, 2025 letter; DHS also has not produced CRCL's FY2024 annual report to Congress, which officials testified in December 2025 was being drafted primarily by contractors for release "sometime in early 2026," and OIDO's acting leadership testified they had been unable to locate OIDO's 2024 report to Congress and had never seen it.
