Summary

DHS notified Congress that it was increasing CRCL's FY2025 funding allocation from $42,964,000 to $48,405,000, with the additional funds drawn from OIDO, whose FY2025 allocation was correspondingly reduced from $27,341,000 to $20,862,000. Plaintiffs later relied on this transaction to show DHS retained and used reprogramming authority — undercutting the department's 2026 claim that the absence of a dedicated OIDO appropriation left it no choice but to wind the office down.
