Summary

After President Trump's February 2025 confrontation with Governor Mills and OCR findings against Maine (see sections 1, 5), Secretary Rollins announced April 2, 2025 that USDA was pausing approximately $3 million in federal funds supporting Maine's school-meal and child-nutrition program administration until Maine barred transgender girls from girls' sports, citing Title IX. Maine's Attorney General sued USDA on April 7, 2025 (D. Me.) with a TRO motion; the court promptly granted a TRO ordering USDA to unfreeze the funds.

Status

Settled May 2, 2025: USDA agreed not to freeze, terminate, or interfere with Maine's USDA funds over alleged Title IX violations without following legally required procedures; Maine dismissed the suit. The settlement did not end DOJ's Title IX suit against Maine or ED's administrative proceedings (see sections 3, 5).
