Summary
Three companion final rules published the same day: rescission of the E.O. 11246 implementing regulations at 41 CFR Chapter 60 (91 FR 54444, RIN 1250-AA17, effective October 26, 2026); modifications to the Section 503 Rehabilitation Act regulations (91 FR 54482, RIN 1250-AA18, effective September 21, 2026); and modifications to the VEVRAA regulations (91 FR 54234, RIN 1250-AA19, effective September 21, 2026). These finalize the July 1, 2025 proposals and complete the removal of the E.O. 11246 regulatory framework, which since 2014 had prohibited federal-contractor discrimination on the basis of gender identity. Cross-lane note: listed here only because the final rules issued on August 21, 2026 and the team index carried only the 2025 proposals; the substantive OFCCP analysis belongs to the OFCCP entries (see also sections 1 and 8).
