Summary
SPPO opened a FERPA investigation into the California DOE premised on California's AB 1955 (SAFETY Act), which bars schools from disclosing a student's sexual orientation or gender identity to parents without the student's consent; ED's theory is that such laws unlawfully deny parents access to "education records" about their child's gender identity. This opened the parental-notification front that runs parallel to the athletics/facilities cases.
