Summary
In a letter to Secretary Rubio, ten senators urged retention of DRL's staff and programs, warning that the plan would produce "a structural and substantive demotion of human rights promotion," that the congressional notification did not explain how subject-matter expertise would be preserved, and that the cuts would impair DRL's statutory functions — Global Magnitsky sanctions, § 7031(c) visa restrictions, Leahy vetting, and the annual Country Reports on Human Rights Practices. They rejected the characterization of DRL and other "J family" staff as "prone to ideological capture and radicalism." Separately, on June 10, 2025, Rep. Lois Frankel demanded a written legal justification for proceeding with the reorganization and RIFs notwithstanding the preliminary injunction in AFGE v. Trump.
