Summary
Less than a month after opening the directed investigation, OCR concluded that the Maine DOE violates Title IX because its districts "allow boys to participate in girls' athletics programs" and permit transgender girls in female-designated facilities, and demanded a resolution agreement requiring Maine to bar transgender girls from girls' sports and strip records. Maine refused to sign.
