MEMORANDUM AND ORDER : The Court GRANTS IN PART and DENIES IN PART Plaintiffs' Motions for Summary Judgment and DENIES IN PART and GRANTS IN PART HUD's Cross-Motions for Summary Judgment. (25-cv-626, ECF Nos. 81, 83; 25-cv-636, ECF Nos. 67, 68.) As a result, this Court sets aside HUD's issuance of both the November 2025 NOFO and the December 2025 NOFO as violative of the APA. The Court, however, denies Plaintiffs' request for a permanent injunction. Finally, the Plaintiffs Motions for Leave to File a Supplemental Complaint are DENIED.
