AN ACT CONCERNING MINORS EXPERIENCING GENDER
DYSPHORIA OR INCONGRUENCE.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
That the general statutes be amended to (1) prohibit the prescribing

of puberty blocking drugs for minors under the age of eighteen for uses
2
not approved by the federal Food and Drug Administration, including,
3
but not limited to, treatment for gender dysphoria or incongruence, (2)
4
prohibit the prescribing of artificial cross-sex hormones for minors
5
under the age of eighteen for uses not approved by the federal Food and
6
Drug Administration, including, but not limited to, treatment for gender
7
dysphoria or incongruence, (3) prohibit the practice of surgical
8
intervention for minors under the age of eighteen for the purpose of sex
9
reassignment or treatment of gender dysphoria or incongruence, and (4)
10
promote psychotherapy for minors who are dealing with stress from
11
gender dysphoria or incongruence.

Statement of Purpose:
To ensure that the best interests of minors are protected when
experiencing gender dysphoria or incongruence.
