THE SENATE
S.B. NO.
1542
THIRTY-THIRD LEGISLATURE, 2025
STATE OF HAWAII
A BILL FOR AN ACT
relating
to AGE VERIFICATION FOR APP DEVELOPERS AND APP STORES ACT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that the rapid growth
in the use of mobile phones, tablets, and digital apps has led to an increasing
concern about the exposure of minors to age-inappropriate or harmful content,
including apps, video games, social media, and other online services. While several mobile platforms and app stores
have age restrictions in place, there is no comprehensive requirement for
robust age verification systems to ensure that minors cannot access content or
services not suitable for their age group.
Accordingly, the purpose of this Act is to
establish age verification requirements for app developers and companies
operating app stores in the State to prevent minors from accessing age-restricted
content and services, ensuring better protection for young people from
potential harm.
SECTION
2. The Hawaii Revised Statutes is
amended by adding a new chapter to be appropriately designated and to read as
