SHORT TITLE. 1 This Act may be cited as the ‘‘Safe Schools Improve- 2 ment Act’’. 3 SEC. 2. FINDINGS. 4 Congress finds the following: 5 (1) Bullying and harassment foster a climate of 6 fear and disrespect that can seriously impair the 7 physical and psychological health of its victims and 8 create conditions that negatively affect learning, 9 thereby undermining the ability of students to 10 achieve their full potential. 11 (2) Bullying and harassment contribute to high 12 dropout rates, increased absenteeism, and academic 13 underachievement. 14 (3) Bullying and harassment include a range of 15 behaviors that negatively impact a student’s ability 16 to learn and participate in educational opportunities 17 and activities that schools offer. Such behaviors can 18 include hitting or punching, name-calling, intimida- 19 tion through gestures or social exclusion, and send- 20 ing insulting or offensive messages through elec- 21 tronic communications, such as internet sites, e- 22 mail, instant messaging, mobile phones and mes- 23 saging, telephone, or any other means. 24 (4) Schools with enumerated anti-bullying and 25 harassment policies have an increased level of re- 26 VerDate Sep 11 2014 01:14 Mar 18, 2025 Jkt 059200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H1810.IH H1810 kjohnson on DSK7ZCZBW3PROD with $$_JOB 3 •HR 1810 IH porting and teacher intervention in incidents of bul- 1 lying and harassment, thereby reducing the overall 2 frequency and number of such incidents. 3 (5) Students have been particularly singled out 4 for bullying and harassment on the basis of their ac- 5 tual or perceived race, color, national origin, sex, 6 disability status, sexual orientation, gender identity, 7 sex characteristics (including intersex traits), or reli- 8 gion, among other categories. 9 (6) Some young people experience a form of 10 bullying called relational aggression or psychological 11 bullying, which harms individuals by damaging, 12 threatening, or manipulating their relationships with 13 their peers, or by injuring their feelings of social ac- 14 ceptance. 15 (7) Interventions to address bullying and har- 16 assment should incorporate evidence-based discipline 17 policies and practices, such as Positive Behavior 18 Interventions and Supports (PBIS) and other re- 19 storative practices that can minimize suspensions, 20 expulsions, and other exclusionary and harmful dis- 21 cipline policies to ensure that students are not 22 ‘‘pushed-out’’ or diverted to the juvenile justice sys- 23 tem. 24 VerDate Sep 11 2014 01:14 Mar 18, 2025 Jkt 059200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H1810.IH H1810 kjohnson on DSK7ZCZBW3PROD with $$_JOB 4 •HR 1810 IH (8) Perpetrators of bullying and harassment 1 often have a history of trauma or psychological dis- 2 tress, or have been bullied themselves.
