I 119TH CONGRESS 2D SESSION H. R. 9109 To designate Antifa as a domestic terrorist organization, to counter domestic terrorism and organized political violence, and for other purposes. IN THE HOUSE OF REPRESENTATIVES JUNE 2, 2026 Mr. STEUBE introduced the following bill; which was referred to the Com- mittee on the Judiciary, and in addition to the Committees on Homeland Security, Ways and Means, and Financial Services, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee con- cerned A BILL To designate Antifa as a domestic terrorist organization, to counter domestic terrorism and organized political vio- lence, and for other purposes. Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Stop ANTIFA Act 4 of 2026’’. 5 SEC. 2. Even in the after- 8 math of the horrifying assassination of Charlie Kirk, 9 some individuals who adhered to the alleged shoot- 10 er’s ideology embraced and cheered this evil murder 11 while actively encouraging more political violence. 12 This was preceded by the 2024 assassination of a 13 senior healthcare executive and the 2022 assassina- 14 tion attempt against Associate Justice Brett 15 Kavanaugh. Two separate assassination attempts 16 against the life of President Donald Trump took 17 place during the 2024 Presidential election cycle in 18 less than 3 months. 19 (8) Riots in Los Angeles and Portland reflect a 20 more than 1,000 percent increase in attacks on U.S. 21 Immigration and Customs Enforcement officers 22 since January 21, 2025, compared to the same pe- 23 riod last year. Separate anti-police and ‘‘criminal justice’’ 2 riots have left many people dead and injured and in- 3 flicted over $2,000,000,000 in property damage na- 4 tionwide. 5 (9) This political violence is not a series of iso- 6 lated incidents and does not emerge organically. In- 7 stead, it is a culmination of sophisticated, organized 8 campaigns of targeted intimidation, radicalization, 9 threats, and violence designed to silence opposing 10 speech, limit political activity, change or direct policy 11 outcomes, and prevent the functioning of a demo- 12 cratic society. A new law enforcement strategy that 13 investigates all participants in these criminal and 14 terroristic conspiracies, including the organized 15 structures, networks, entities, organizations, funding 16 sources, and predicate actions behind them, is re- 17 quired. 18 (10) These campaigns often begin by isolating 19 and dehumanizing specific targets to justify murder 20 or other violent action against them. They do so 21 through a variety of fora, including anonymous chat 22 forums, in-person meetings, social media, and even 23 educational institutions. As in the case of several agents 5 of U.S. Immigration and Customs Enforcement in 6 Los Angeles being doxed, the goal of these cam- 7 paigns can be to obstruct the operations of the Fed- 8 eral Government as well as aid and abet criminal ac- 9 tivity the Federal Government is lawfully pursuing. 10 These campaigns are coordinated and perpetrated by 11 actors who have developed a comprehensive strategy 12 to achieve specific policy goals through radicalization 13 and violent intimidation. 14 (11) There are common recurrent motivations 15 and indicia uniting this pattern of violent and ter- 16 roristic activities under the umbrella of self-de- 17 scribed ‘‘anti-fascism’’. These movements portray 18 foundational principles of the United States (such as 19 support for law enforcement and border control) as 20 ‘‘fascist’’ to justify and encourage acts of violent rev- 21 olution. Reg. 46317; relating to desig- 15 nating Antifa as a domestic terrorist organization), 16 the groups and entities that perpetuate this extre- 17 mism have created a movement that embraces and 18 elevates violence to achieve policy outcomes, includ- 19 ing justifying additional assassinations.
