Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. EXPANDING THE OFFICES OF MINORITY AND 1 WOMEN INCLUSION TO ENCOMPASS LGBTQ+ 2 INCLUSION. 3 (a) IN GENERAL.—Section 342 of the Dodd-Frank 4 Wall Street Reform and Consumer Protection Act (12 5 U.S.C. 5452) is amended— 6 (1) in the heading, by striking ‘‘AND WOMEN’’ 7 and inserting ‘‘, WOMEN, AND LGBTQ+’’; 8 (2) by striking ‘‘Office of Minority and Women 9 Inclusion’’ each place such term appears in heading 10 or text and inserting ‘‘Office of Minority, Women, 11 and LGBTQ+ Inclusion’’; 12 (3) by striking ‘‘and women-owned’’ each place 13 such term appears and inserting ‘‘, women-owned, 14 and LGBTQ+-owned’’; 15 (4) in subsection (b)(2)(A), by striking ‘‘and 16 gender’’ and inserting ‘‘gender, gender identity, and 17 sexual orientation’’; 18 (5) in subsection (c)— 19 (A) in paragraph (1), by inserting 20 ‘‘LGBTQ+,’’ after ‘‘women,’’; 21 (B) in paragraph (2), by striking ‘‘and mi- 22 norities’’ and inserting ‘‘, minorities, and 23 LGBTQ+ individuals’’; and 24 VerDate Sep 11 2014 23:19 Oct 24, 2024 Jkt 059200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H9989.IH H9989 ssavage on LAPJG3WLY3PROD with BILLS 3 •HR 9989 IH (C) in paragraph (3)(A), by striking ‘‘and 1 women’’ and inserting ‘‘, women, and 2 LGBTQ+ individuals’’; 3 (6) in subsection (e)— 4 (A) in paragraph (3), by striking ‘‘and 5 women’’ and inserting ‘‘, women, and 6 LGBTQ+’’; and 7 (B) in paragraph (4), by striking ‘‘and 8 women’’ and inserting ‘‘, women, and 9 LGBTQ+ individuals’’; 10 (7) in subsection (f), by striking ‘‘and women’’ 11 each place such term appears and inserting ‘‘, 12 women, and LGBTQ+ individuals’’; and 13 (8) in subsection (g), by adding at the end the 14 following: 15 ‘‘(7) LGBTQ+.—The term ‘LGBTQ+’ means 16 lesbian, gay, bisexual, transgender, queer, and other 17 identities that experience discrimination related to 18 their sexual orientation or gender identity. 19 ‘‘(8) LGBTQ+-OWNED BUSINESS.—The term 20 ‘LGBTQ+-owned business’ means a business— 21 ‘‘(A) more than 50 percent of the owner- 22 ship or control of which is held by 1 or more 23 LGBTQ+ individuals; and 24 VerDate Sep 11 2014 23:19 Oct 24, 2024 Jkt 059200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H9989.IH H9989 ssavage on LAPJG3WLY3PROD with BILLS 4 •HR 9989 IH ‘‘(B) more than 50 percent of the net prof- 1 it or loss of which accrues to 1 or more 2 LGBTQ+ individuals.’’. 3 (b) CONFORMING AMENDMENTS.— 4 (1) DODD-FRANK WALL STREET REFORM AND 5 CONSUMER PROTECTION ACT.—The Dodd-Frank 6 Wall Street Reform and Consumer Protection Act 7 (12 U.S.C. 5301 et seq.) is amended— 8 (A) in the table of contents in section 1(b), 9 in the item relating to section 342, by striking 10 ‘‘AND WOMEN’’ and inserting ‘‘, WOMEN, 11 AND LGBTQ+’’; and 12 (B) in section 1016(c)(9), by striking ‘‘Of- 13 fice of Minority and Women Inclusion’’ and in- 14 serting ‘‘Office of Minority, Women, and 15 LGBTQ+ Inclusion’’. 16 (2) HOUSING AND COMMUNITY DEVELOPMENT 17 ACT OF 1992.—Section 1319A of the Housing and 18 Community Development Act of 1992 (12 U.S.C. 19 4520) is amended— 20 (A) by striking ‘‘Office of Minority and 21 Women Inclusion’’ each place such term ap- 22 pears in heading or text and inserting ‘‘Office 23 of Minority, Women, and LGBTQ+ Inclusion’’; 24 VerDate Sep 11 2014 23:19 Oct 24, 2024 Jkt 059200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H9989.IH H9989 ssavage on LAPJG3WLY3PROD with BILLS 5 •HR 9989 IH (B) in subsection (b), by striking ‘‘and 1 women, and minority- and women-owned’’ and 2 inserting ‘‘, women, and LGBTQ+ individuals, 3 and minority-, women-, and LGBTQ+-owned’’; 4 (C) in subsection (e), by striking ‘‘and 5 women and businesses owned by minorities and 6 women’’ and inserting ‘‘, women, and 7 LGBTQ+ individuals and businesses owned by 8 minorities, women, and LGBTQ+ individuals’’; 9 and 10 (D) in subsection (f)— 11 (i) in paragraph (2), by striking ‘‘and 12 people of color’’ and inserting ‘‘, people of 13 color, and LGBTQ+ individuals’’; and 14 (ii) in paragraph (3), by striking ‘‘and 15 women to place talented young minorities 16 and women’’ and inserting ‘‘, women, and 17 LGBTQ+ individuals to place talented 18 young minorities, women, and LGBTQ+ 19 individuals’’. 20 (c) TECHNICAL CORRECTION.—Effective on the date 21 of enactment of the Federal Housing Finance Regulatory 22 Reform Act of 2008, section 1161(a) of such Act is 23 amended by striking paragraph (2). 24 Æ VerDate Sep 11 2014 23:19 Oct 24, 2024 Jkt 059200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6301 E:\BILLS\H9989.IH H9989 ssavage on LAPJG3WLY3PROD with BILLS
