Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Restoring Lethality 4 Act’’. 5 SEC. 2. ELIMINATION OF STATUTORY PROVISIONS RELAT- 6 ING TO DIVERSITY, EQUITY, AND INCLUSION 7 IN THE DEPARTMENT OF DEFENSE. 8 (a) DUTIES OF SECRETARY OF DEFENSE.—Section 9 113 of title 10, United States Code, is amended— 10 VerDate Sep 11 2014 03:26 Jun 24, 2025 Jkt 059200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\S2091.IS S2091 kjohnson on DSK7ZCZBW3PROD with $$_JOB 2 •S 2091 IS (1) in subsection (c)— 1 (A) by striking paragraph (2); and 2 (B) by redesignating paragraphs (3) and 3 (4) as paragraphs (2) and (3), respectively; 4 (2) in subsection (g)(1)(B)— 5 (A) by striking clause (vii); and 6 (B) by redesignating clauses (viii), (ix), 7 and (x) as clauses (vii), (viii), and (ix), respec- 8 tively; 9 (3) in subsection (l)— 10 (A) in paragraph (1), by striking ‘‘to 11 measure—’’ and all that follows through ‘‘(C) 12 the efforts’’ and inserting ‘‘to measure the ef- 13 forts’’; and 14 (B) in paragraph (2)— 15 (i) by striking ‘‘shall—’’ and all that 16 follows through ‘‘(A) ensure that’’ and in- 17 serting ‘‘shall ensure that’’; 18 (ii) by striking the semicolon after 19 ‘‘extent practicable’’ and inserting a pe- 20 riod; and 21 (iii) by striking subparagraphs (B) 22 through (F); and 23 (4) in subsection (m)— 24 VerDate Sep 11 2014 03:26 Jun 24, 2025 Jkt 059200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S2091.IS S2091 kjohnson on DSK7ZCZBW3PROD with $$_JOB 3 •S 2091 IS (A) by striking ‘‘, disaggregated by gender, 1 race, and ethnicity,’’ each place it appears; 2 (B) in paragraph (1), by striking 3 ‘‘disaggregated by gender, race, and ethnicity,’’; 4 and 5 (C) in paragraph (9), by striking ‘‘, gen- 6 der, race, and ethnicity’’. 7 (b) CHIEF DIVERSITY OFFICER OF THE DEPART- 8 MENT OF DEFENSE.—Section 147 of title 10, United 9 States Code, is repealed. 10 (c) DIVERSITY IN SELECTION BOARDS.— 11 (1) PROMOTION SELECTION BOARDS.—Title 10, 12 United States Code, is amended— 13 (A) in section 573(b), by striking ‘‘The 14 members of a selection’’ and all that follows 15 through ‘‘extent practicable.’’; 16 (B) in section 612(a)(1), by striking ‘‘The 17 members of a selection’’ and all that follows 18 through ‘‘extent practicable.’’; and 19 (C) in section 14102(b), by striking ‘‘The 20 members of a selection’’ and all that follows 21 through ‘‘extent practicable.’’. 22 (2) OTHER SELECTION BOARDS.—Section 23 503(c) of the William M. (Mac) Thornberry National 24 Defense Authorization Act for Fiscal Year 2021 25 VerDate Sep 11 2014 03:26 Jun 24, 2025 Jkt 059200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S2091.IS S2091 kjohnson on DSK7ZCZBW3PROD with $$_JOB 4 •S 2091 IS (Public Law 116–283; 10 U.S.C. 573 note) is re- 1 pealed. 2 (d) DIVERSITY IN MILITARY LEADERSHIP.—Section 3 656 of title 10, United States Code, is repealed. 4 (e) IDENTIFICATION OF GENDER OR PERSONAL PRO- 5 NOUNS IN OFFICIAL CORRESPONDENCE.—Section 986 of 6 title 10, United States Code, is repealed. 7 (f) HUMAN RELATIONS TRAINING.—Section 8 2001(a)(1)(B) of title 10, United States Code, is amended 9 by striking ‘‘include’’ and all that follows through the pe- 10 riod and inserting ‘‘shall include honor, excellence, cour- 11 age, and commitment.’’. 12 (g) STRATEGIC PLAN FOR DIVERSITY AND INCLU- 13 SION.—Section 529 of the National Defense Authorization 14 Act for Fiscal Year 2020 (Public Law 116–92; 10 U.S.C. 15 656 note) is repealed. 16 (h) SENIOR ADVISORS FOR DIVERSITY AND INCLU- 17 SION FOR THE MILITARY DEPARTMENTS AND COAST 18 GUARD.—Section 913(b) of the William M.
