prohibiting governmental entities from engaging in any

diversity, equity or inclusion program, activity or policy;

definitions;

rulemaking;

applicability; and providing for effective dates.

Be It Enacted by the Legislature of the State of Wyoming:

Section 1. W.S. 9-25-101 is created to read:

9-25-101. Definitions.

(a) As used in this section:
4

(i) "Diversity, equity or inclusion" means any
6
program, activity or policy that promotes differential or
7
preferential treatment of individuals or classifies such
8
individuals on the basis of race, color, sex, national
9
origin, gender identity or sexual orientation;
10
11
(ii) "Governmental entity" means the state, any
12
department thereof, the University of Wyoming and any
13
county, city, town, school district, community college
14
district, other political subdivision and other public
15
corporation of the state.

(b) No governmental entity
shall engage in
any
18
diversity, equity or inclusion program, activity or policy.

Section
2. Not
later
than
July
1,
2024,
all
21
governmental entities as defined in section 1 of this act
22
shall take all actions, including the promulgation of
23
rules, if necessary, required to implement this act.

Section 3.

(a) Except as provided in subsection (b) of this
5
section, this act is effective July 1, 2024.
6

(b) Sections 2 and 3 of this act are effective
8
immediately upon completion of all acts necessary for a
9
bill to become law as provided by Article 4, Section 8 of
10
the Wyoming Constitution.
